Tract 8 is 4.247 gross acres and 2.2 acres net (which can be increase to 3.8 net by bringing in fill and complying with Garland’s guidelines). This is at the SEC of Centerville and Firewheel Parkway. The property's northern boundaries start 66 feet south of Firewheel Parkway due to a R.O.W. easement used for the beginning of the bridge which spans Rowlett Creek. It has 214' of frontage on Centerville Road and is approximately 750' deep. The back of the property is in the 100-year flood plain. While the property is currently zoned commercial, this could also make a terrific large estate lot for a home.
Currently, approximately 2.2 acres is net of FEMA floodplain, with the remainder in the floodplain. In 2004 we obtained a CLOMR-F from FEMA to allow fill dirt to be brought in to reclaim enough land to make this tract 3.8 net acres. This fill dirt still needs to be brought in, and is subject to additional requirements from the City of Garland mentioned below.
In 1988, Garland did its own flood study called the “1988 Rowlett and Spring Creek Flood Plain Management Study”, which assumed a fully developed condition in the future. As a result of this study, they adopted their own development standards, which among other things, raised the Water Shed Elevation for this property from FEMA’s 460’ to 462’. Additionally, any proposed fill or improvements within the fully developed floodplain shall comply with criteria in Sec. 4.17 of the TSM (and Ch. 31 Article VII of the Code of Ordinances) which includes a flood study in order to demonstrate no rise in the WSE and to obtain a Floodplain Development Permit. However, if proposed fill and development stay outside of the fully developed floodplain (the 2.2 acres, as delineated, is based on current topography), then the afore mentioned flood study requirements will not be necessary.
This tract is priced $662,112. That comes $7.25, psf for the net 2.1 acres net acreage; $3.56 psf based on gross acre;; or $4 psf based on the 3.8 acres (with some recovery required). It is located at the southeast corner of Centerville Road and Firewheel Parkway in Garland, Texas, and is zoned NS Neighborhood Services.
Firewheel Parkway is a six-lane road with a divided median. Centerville Road is the only through street from this area south to I-635 (LBJ Freeway), as well as the most direct route and had a 2019 traffic count of 7,386.
